A Belgian tourist born in Zambia was refused service at a hair salon in KwaZulu-Natal because she is black, the provincial tourism MEC said on Friday.
Narend Singh said in a statement that Kanagwa Newlove was refused service at the salon in Scottburgh on the south coast.
Newlove's husband works for the European Union in Belgium. The couple and their daughter Luyando were on holiday in KwaZulu-Natal at the time of the incident.
"Nobody should be treated in this way," Singh said.
"And when it happens to overseas tourists there is immense damage to our reputation. The constitution forbids this sort of thing but often the damage is done before it can be invoked."
Singh appealed to businesses to "get into the 21st century and to operate in the spirit of the constitution".
